Scott Schnall Stop Work Orders
Since the work is finished, I can wait a bit. They do have a lot to deal with at Schnall’s, hundreds of jobs, I’m guessing. I’m a bit unnerved by the city – I keep being bombarded by threatening letters to stop work while there is no work being done. I’ve had 5 so far, with one taped to the door. What’s frustrating is that the DOB are not advising what to do, they just threaten.

It does appear that were unapproved plans have been officially rejected, and properties with approved plans received stop work orders.

CarmenR, I didn’t look past the first few pages, but my understanding is that they are retroactively applying this to all of his jobs, open or closed, current or complete, etc, going back 20 years or more. So it’s not like those are all current projects.

All of his projects are not on that list. Our neighbor used him for a project in 2003 and still has open permits (never got a final inspection or CoO) but they are not listed.

I think the shock isn’t the large number of filings, but rather the large number where he did so as the engineer.
If he has a small office it’s unlikely he could have actually done the engineering on that many projects in such a short time. Filing that many applications at the DOB is clearly possible. But I’m skeptical that he actually did the engineering work as indicated unless he has a large staff of engineers doing that.

I was just about to post a separate thread, with questions. I’m one of the people who used Schnall to file my job, with permits still open, though the job was done months ago. There was the issue with the plumbing permit, which needed to be closed before teh overall job permit was closed. Any ideas on what I should be doing next? I spoke to the DOB, and they are saying I need to hire another architect to close the permits, but were unclear about the plumbing permit (Schnall needed to amend Sched B, which he never did, so that the plumber cannot close his permit). And I can’t get through to Schnall’s office for 3 days now. Last time I spoke with someone in that office, they said they have brought in another architect to supersede all the jobs that were suspended. Any advise?

Katdov, I can’t speak to your specific issues but I’d recommend going to Schnall’s office in person, the earlier the better. That’s what I did. I can’t address your plumbing permit issue, but the general idea is for them to refile appropriate paperwork and reassign projects to other licensed folks within their office.

Yes, I’ve been on the phone with them, and got an a form hardship letter etc., just wasn’t sure if I should do this or try to get a different architect/expediter to file all. But given that it’s more than just one permit, it’s the entire job that needs to close, I think it’s best they handle it. Good luck to you and good luck to all of us. Katdov, I’m in the same boat as you. Schnall owes me a Schedule B amendment but that’s no longer on the table for either of us (you or me). As far as NYC DOB is considered, Scott is no longer recognized as an engineer. There’s nothing he can do except maybe refer you to another PE. I hired another engineer to supersede him on my job and you should probably start looking around too.

MasterPlvmber – what about their architect who is superseding all jobs (as they promised on the phone)? And finally, in addition to the Sched B amendment, I would need to close out all permits (plumbing and construction)- I had underpinning and excavation done as well. Can a new engineer supersede these, do you know, or should I trust Schnall’s office to handle?

Short answer is “I don’t know”. If there are two other engineers in his office taking over his workload, then I’d think the list of jobs they’ve got to deal with is extensive and will take more time than I’ve got to wait. Going my own route works best for my client in this case and so we’re all on board with another PE.
