Responsibility for sidewalk flag with utility box

I have a old broken sidewalk flag with an underground Spectrum cable/internet junction box in the middle of it with a 12″x12″ metal cover on it. Anyone know if the homeowner or Spectrum responsible for repairing/replacing this sidewalk flag?
