Repair/replace missing window tilt balances

My contractor replaced a couple of sashes in older double hung windows, but failed to attach them properly to the existing tilt balances. I’ve been having a hard time finding someone who can fix this. Any recommendations welcome. The scope includes 4 windows where some tilt balances need to be replaced entirely and others may just need to be reattached and tensioned.
