Removing street tree for curb cut installation?

Tree or not, curb cuts are very rarely approved.

I would like to apply for a curb cut permit and from zoning perspective I assumed I would get approval from DOB. But there is a tree very close to the edge of curb cut (definitely less than the 7′ required). Will DOB let me have the curb cut close to the tree? Or will DPR let me remove the tree so that I can have the curb cut? Thanks in advance for the advice!
