Process for new HVAC in landmarks?

Attaching it to a chimney is not code complaint. Whoever told you that is inexperienced. It will pull on the chimney and damage the masonry and then you can expect it to leak when it rains.

I searched old posts, but I’m still confused. If I want to install a new mini-split heat pump system, and I ensure that the roof units are not visible, do I need an architect and go through an LPC process (it is a landmarked district)? Also, is there any reason i can’t get the condenser units “wall” mounted to my chimney so I don’t need to deal with steel dunnage? All the other posts i found seem to refer to dunnage, but the first HVAC person i got to come take a look focused on mounting on brackets rather than sitting on dunnage on the roof.

Go to the LPC website and read up about their rules and regs. You will need one of two different certificates to proceed, depending on the details of your project. Either a Certificate of No Effect (CNE) or a Certificate of Appropriateness (C of A). Don’t hesitate to contact LPC directly and get their guidance. While they are understaffed, they will answer questions. It’s nothing like dealing with the DOB!
