Privacy Hedge

There are several things to consider before you invest money & time in a hedge/trees etc
How much light does it get? How long will the hedges etc take to fill in the space you are looking to camouflage? Who is going to water, maintain & clip them ? They can take a few years to get established & then still need constant maintenance to look decent.
And then you have the neighbors who do not like them, have the right to cut anything that crosses their property line. Or worse vandalize them, poison them because they “block their light, drop leaves all over their property, attract bugs etc.. etc.”
I have always found it better to put up a good solid fence & then plant shrubs, trees etc for your own enjoyment well inside your property line, protected by the fence.

I’m looking to put in a row of trees/shrubs near my back property line and maybe one side to serve as a bit of a privacy hedge to block some of the big apartment building behind me. The yard is big – 25ft wide by approximately 45 feet long in the Bronx. I’m wondering if there is a height limit for hedges? Is it 6 foot like fences or does a height limit not apply since they are shrubs/trees? I’ve been searching and haven’t found an answers. Anyone have experience?
