Depending on the distance of the Range to the Gas Valve, you may or may not need a permit for that which makes it much more complicated aka the COW as we say in our company (Can Of Worms).
If you are in a one family, the rest can technically get done on an OP128 and not an LAA but if you are in a multi-family unit it will need an LAA.

We’re going to make some changes to our kitchen, including adding a dishwasher (there is no dishwasher right now), a garbage disposal, a new sink, and moving the gas range about 8 inches away from where it currently is. Is this something any plumber would be able to handle or do I need a real expert for this work?

A licensed plumber will be able to handle most of what you describe. For the gas range, you will need a plumber licensed for gas/black pipe. Plumbers who specialize in heating should be one option.

I would generally consider the licensed trades to be the real experts. In so far as plumbers and electricians go, unlicensed people doing this sort of work have no business calling themselves either. I would not use a handyperson for this stuff though, on its own, they should be able to change a sink.

You will probably need an electrician for the electricity part of the waste disposal and dishwasher as there are probably no outlets in place for these and i am not sure if some these get hardwired.

And i should probably not say this here, but my stove can move 8″ from side to side just on the give in the flex pipe. I’ve shifted it around a bit placing mouse traps around it this past year. But it makes me nervous to do as i am afraid that pipe will crack and one day i will have a problem. As you have the plumber look at or do the other items, ask them if there is enough give in the flex line to shift the stove over or if the actual pipe coming out of the floor or wall will have to be moved.
