Permit/Tax Impact of Rear Deck
Good morning! We’re looking at a property with no back deck off the parlor floor (surprise!). Would building a deck (standard, metal, less than 8’) require an Alt-1 or Alt-2, and what impact might that have on tax assessment? I’ve searched then forum, but am not finding a clear answer. Thank you!

I would also note, that if your property has any violations, they will have to be cleared before they will approve permits for new work.

You might try talking to any architect or structural engineer before you commit, to confirm if this property is an Alt 1 or 2. Then try Susan at Sketch & Hammer whose “network-family” includes the architect to expedite and file the deck job, Susan’s own business of 30 yrs–Atrisan Contracting building with wood–, the Iron Smith who also pours the concrete footings (foundation) , and the G.C. needed to hold and pull the permit. Parlor decks can include wood cordination with iron if 3′ inwardly from the property lines and if you are a 1-2 Family. Iron stairs fit nicely into that 3′ margin for incombustibles.

PS I am guessing that you are not altering anything in your house, such as putting in patio doors or moving an exit or entryway. Yes, this does get a little complicated.

The work permit for a deck like that is Alt-2. The work can involve several different businesses. You will need a concrete foundation (I am pretty sure this is a requirement these days, please correct me if wrong), an ironworks, and a carpenter for the wood. An architect will draw the plan up for you and file it. You will have filing fees for the license. They will have to decide who will hold and sign off on the permit. The others will be considered as subcontractors, so you need just the one permit. Some companies can do the ironwork and carpentry but not the concrete, or the concrete and ironwork but not the wood, etc.
The tax impact is a good question. You will possibly incur more tax with any capital improvement to your property. Particularly if you are doing something that your neighbors don’t have. Also the property tax assessment are possibly going to change if our mayor has his way, and not for the better.
Good luck, this project can take a surprisingly long time to complete but it will add a lot to your enjoyment of your new home.

A deck is a relatively inexpensive upgrade. You might want to discuss this with Susan at Sketch & Hammer. She may know her customers’ experiences.
