Obtaining Landmark Status

I can’t believe you’d hoist LPC upon all those homes just to stop more housing you don’t like being created.
NYC neighborhood are constantly changing, evolving, even in your back yard.

Hi, Wading into a complicated issue here, but our block is dealing with a developer who bought two brownstones and it appears he will he adding floors and altering the front facades. Our block is untouched so it is not going over well. It appears we have no recourse other than to push for expanded landmarking to prevent this from happening down the road. There are plans on the table to expand Park Slope’s historic district, but our current council member appears to be withholding support, go figure. Without her support nothing will happen and our neighborhood is pretty much fair game to developers. I personally hate the thought of these beautiful blocks being disturbed by incongruent luxury developments but it is happening and getting ever more invasive in historic neighborhoods. I’ve seen brownstones razed and two million dollar condos go up in its place (686 Carroll Street). I think we need to organize as a community around this issue. Landmarking is not perfect but it gives the community a tool to protect itself from out of control development and lets it retain its c haracter. Many of these homes being lost are multifamily and provide relatively affordable rental units. when compared to gleaming condos. I would love to hear from anyone organizing around this issue. Thanks

Talk to the Historic Districts Council. They can offer a lot of guidance around the landmarking process. But two observations: i) creating or expanding a historic district takes about 2 years, at minimum, so it’s unlikely to be a solution for an immediate issue; ii) you’ll need political allies and broad buy in from property owners on the blocks to be designated. Without grassroots support, your efforts are unlikely to succeed. Sorry to be so gloomy but better you know upfront that this isn’t an easy thing to pull off. Finally, there was a zoning deal done in Park Slope a few years ago to allow medium rise apartment buildings to be built along 4th Ave in exchange for protecting the brownstone blocks of the neighborhood. I don’t know what that “protection” includes but your local council member should know.

Also, in addition to getting strong support from your neighbors who should be willing to write letters and testify in person, you will also need your city council person on board. It also helps to be able to say, of course, that the block is a beautifully intact example of such and such. While it is true that landmarking can sometimes help protect naturally affordable housing, that is an aspect the Landmarks Preservation Commission cannot legally take into consideration when making its decision. You’ll want to argue the block’s merits on grounds the LPC can consider, such as architecture or cultural significance.

Cate is correct. LPC looks not only for architectural merit but also consistency, i.e. they want as many contiguous buildings of historic interest as possible. A block with a wide range of commercial and residential, old and new construction, is less likely to be designated. But it doesn’t sound like that’s the case on your block. By the way, the Park Slope Civic Council has been a major advocate for further expansion of the HD and their website includes details about the current status of the campaign.
