New Gas Boiler Installation and NYC DOB approval

I had a new gas boiler installed which replaced an ancient oil boiler. The plumber says he’s going to do a preliminary inspection of the work and then he’s going to schedule an appointment with the DOB. He also wants his balance paid in full after the preliminary inspection and before the DOB inspection. I paid half up front. I’m worried that the plumber has no incentive to fix any mistakes or schedule a timely inspection once he has 100% of the balance due. I’ve heard getting NYC DOB permits closed and approved is a tedious process. My inclination is to hold some percentage of the balance until the DOB approves the installation. Any thoughts or advice?

Just FYI, there’s no such thing as self-certifying gas work in NYC anymore. On an oil-to-gas conversion the plumber is required to file for the necessary permits and attend a “live” inspection conducted by a DoB Inspector. Every time.

Just a FYI, from my experience and what I’ve heard from others, DOB rarely show up for scheduled plumbing inspections, especially for small jobs. When they fail to show up, your plumber gets to self certify the work was done correctly. If you hired the actual master plumber / their company to do the work its should be probably OK. But if you had a subcontractor do the work, be wary of mistakes that won’t be found because chances are you’re job will be self certified.

Thanks guys. After some hesitation he agreed to accept 1/2 of the balance after the preliminary inspection. That makes him 75% whole. I will hold the remaining 25% until after the final approval from DOB.

NYC is now very particular about gas installations following the Lower East Side explosion a few years ago. You should be sure your plumber files the necessary permit and has the required city inspection. What is more, the plumber may be required to install a new dedicated gas line for this boiler, along with filing the appropriate permit and passing a city inspection.

Do NOT pay in full in advance of DOB approval of the installation. You could counter with some additional payment to acknowledge that the majority of work is finished by final payment has to be contingent on DOB approval.
