Not our immediate problem, as further down the block, but I was asked to put this up by our neighbors, who are at their wits end. The situation: we have another neighbor who last year adopted an insane dog that she seems unable/unwilling to train. It literally barks about 15 hours a day, very loudly. The person who asked me to post lives right next door and been unable to work (or sleep), and 311 has been little help. Any suggestions about what could be done?

Not sure what the 311 angle was–if it’s noise it may go nowhere, but if you report animal neglect, which this is as any animal barking 15 hours a day is in distress, then you may get somewhere.
To report ongoing animal abuse or neglect, please call 311 or file a NYPD Crime Stoppers report online, or by calling 1-800-577-TIPS (1-800-577-8477). You also can file a complaint for ongoing animal abuse or neglect online (non-emergency response) through the City of New York’s NYC 311 website.

Was hoping to delete original post, but cannot! So I’ll just update to say that all is well, including dog (who is, after all, being a dog!). Moral of story: don’t get between neighbors especially about a thing that isn’t your problem… especially when harmony among people and animals is the goal! x
