Neibour installed ultrasound animal repelent in front of his house. What to do about it?

A bad person on our block installed some of those ulrasound animal repelling devices in front of his house. These are motion activated devices. Now when anyone walks down the block is triggering these devices to emit very high pitch sound. It drives my dog nuts. It triggers a lot of passer bys (especially kids) since the sound is very high pitch and drives people mad. The devices pointed at the street.

What legal ways do we have to get this device to be removed?

The owner of the house is a lowlife and does it on purpose or something. I strongly believe that asking him nicely to remove them would do anything.

Do you have a block association? If so maybe they could apply pressure.
