MCI application timeline
I believe our last one took about ten months. At one point they actually asked me for copies of the bank statements showing the cleared checks even though I had already submitted copies of all the cancelled checks front and back! I thought that was absurd and they wouldn’t backdate the arrears to the date I filed the MCI, but only to the date when they received those bank statements. I almost filed an appeal but life is too short.

I filed for an MCI for my building in early May. The current application is in the “initial processing” stage which is the first stage. There seem to be 5 different stages. Can anyone tell me how long it takes to get to the final stage after filing for an MCI?

not an expert but i think it timeline fluid. if 75% of tenants agree, they will process on expedited basis (90 days). But in the real world(!) tenants can request to extend the review period (30 days can be extended multiple times), request additional information, raise “relevant” objections to launch an investigation (more timeline uncertainty because you are dealing with how fast / busy the bureaucracy moves). As you can see, the timeline is not rigid and depends significantly on your tenant(s), who can really stretch out the process. Resources online encourage tenants to form tenant associations, and do all the above stall tactics (since the notice sent out to tenants has minimal detailed information).
Along the way, diligent tenants can request to extend by reviewing at the application @ DHCR, where they are required to file a Freedom of Information Law request (Form FS-1) to gain access. AND DHCR will take a while to answer the tenant, so right there you are looking at several extensions. Bureaucracy at its best for those who can play the game.
I think the common knowledge is that it can take one month (unlikely) to one year from the time the landlord applies. Since it sounds like your tenants are still reviewing, i’d prepare for the longer of that guideline.

I have always gotten best results when I keep many copies of the entire application at my office and keep open communication with my tenants, if they have any questions they can come to my office if they want to and inspect all the records. They get frustrated with the slow movement of the DHCR process as well, so appreciate the open communication. Most of the time my tenants have always known in advance that this was happening and I help them with all their additional paperwork that they may need for social services, CRIE forms etc.
Always make sure that you have complete records of the conditions before the work was done as well as all the payment records etc very clear.
Six months tops.
That said I have not done any in a couple of years.
