I have an old townhouse in PLG with some water damage coming through a small section of drywall in the partially finished basement. I contacted several companies but none of them called back to schedule an appointment. Is there an established and reliable foundation contractor in this area that actually wants business?

If you worded your issue as you have here, I am not surprised that you got no response. You need to work out what is the cause of the water behind your sheet-rock.
Is it from a plumbing line?, maybe a heating pipe? or it could be from a crack in the foundation, but not the most likely cause.
Call a handyman to take the sheet-rock off and see what is causing the leak.
