Leaking cellar hatch

Same here due to the storm drain not absorbing the amount of water or backed up. Our hatch sits on a cement lip or platform about an inch up. I’m planning on re-caulking as the old caulk is getting detached and also getting some sand bags to have ready before the next storm.

A lot of water leaked into the basement through our cellar hatch during this recent storm. Any suggestions for how to prevent this? Do we need a new hatch door? Does it work to cover the door with a rubber mat? Thanks!
