Leak or condensation

We moved into the house in 2014 It is a gut and renov with all new plumbing. This pipe has never leaked and we never seen condensation We have pbc pipes in the basement that appear to be leaking. It has been raining and windy the last 2 day straight. The 2nd plumber that completed the job came by and said it is not a leak but condensation. See attached photos. Any feedback would be greatly appreciated. Could this be a result of condensation? Why have we not seen this issue until now? It could be metal pipe above the PVC pipe that is dripping . A metal cold water pipe in a warm basement can do that. I’ve had that kind of condensation. I would not be concern unless you have a crazy amount of water on the floor.

If the inspecting plumber checked all the joints that they are glued properly than maybe it is. Hard to tell from the pics. Is this a drain pipe from the roof gutter? If so, cold winter water flowing through a pipe in a warm basement can produce condensation.
