Is it NYC code to insulate hot water pipes?

It is difficult for homeowners to know where responsibilty lies. It is made worse by some other things that we see more in residential construction and that is that the players have varying degrees of education & experience and often did not come up in this so they do not understand even their own responsibility or if they do they will often leave things to chance or ignore it altogether if they think they can skirt it later. I am saying that with some contractors, if someone is not watching, it is deliberate.

If this really bothered me, i would look at the specifications with the drawings and then put the question to the architect. Start there.

If someone knowingly skirted something on your project, it is only right to make an issue of it because a lot of this happens because homeowners allow it to happen.

If my contractor did not do this, how big a deal is it. Now it’s too late to fix as the walls are all sealed. Can I ask for a discount on his bill?

Squibsee:

There are two kinds of things that can be left out of a job:

Something that is specified and quoted and you are billed for. Yes, if this was left out, you are not obliged to pay.

Then there are things that should de done as good practice but for some reason who ever was drawing plans did not spec it and the contractor did not ask and it did not get done. It is hard to ask a contractor to give you money back for something that was not billed for.

Some things, codes for modern improvements do not kick in until a certain percentage of value of the property is being altered and my guess is this is the architect’s job to know the code and spec it. If they did not spec it but provided plumbing specs to the gc, i would have a conversation with the architect. If you were working with a gc without an architect, i would hope the gc would advise you on the code.

I got a job in a building once and the position i assumed had been empty for some time. They had a contractor doing a lot of things including specifying and installing non fire rated doors where f ire doors should be. It was common sense for anyone really who aspired to be more than a laborer. His attitude was “nobody had told him”. The first thing i did was make him sign a blanket statement that said anything he did in that building would be done to code or he would not get paid; i put the onus on him.

I suspect if you approach this contractor and an architect was involved he will say “no one told me”. A lot of things can and will get by if someone is not told they are responsible.

@homeinspector, thank you for your answer. I guess I have a mixture of both kinds of things… We did have an architect so it’s hard to understand which was their fault for not specifying in the plans, and which is his fault for not doing things to code.
