Is a Trellis allowed on top of an existing fence?

The house next door was purchased by a developer who added a 3 floor extension protruding out into almost the entire footprint of what was the backyard. Now the windows on this new extension look pretty directly over our backyard and we’ve lost a lot of privacy.

Would it be legal for us to put like 5 or 6 feet of trellis on top of our existing fence? If not legal, how big a deal would it be and what might we have to do if someone complained? Is there a better, legal, option for getting some of our privacy back? Hedges seem like they’d be too expensive to buy tall and take too long to grow otherwise.

I think that as long as the trellis is fairly flimsy so that firemen could easily knock through it in an emergency, you be fine.
