How to Buy the Utility Easement Next to my Property

You would contact the owner of the land. An easement is not a possessory interest in real property.

How does one go about trying to buy an old utility easement that is currently owned by NYC but, is no longer used. I am told that NYC tried to sell the easement to my neighbor on the other side of the easement (the building is in disrepair, the owner had no interest). Who do I contact to attempt to purchase this land?
