Homeless man in front of house publicly defecating and urinating

Our house is in front of a school and little park. A homeless man has been hanging out on the sidewalk by the school early mornings and at nights. He has been there for years. He keeps to himself and is not unfriendly, but he uses the sidewalk for urinating and defecating. Also, since this is where he eats and drinks, he always leaves an enormous mess of packing material, empty cups, soiled toilet paper (besides the feces) behind. This is completely unsanitary. The school’s super or the park department crew have to clean up after him, but of course don’t do it all the time or immediately. I am getting tired of this but don’t know what to do. I called outreach and they came but he claimed not to be homeless and they couldn’t do anything. A few times, when I saw him with his pants down, I called the cops. They came too late and by then he was gone. Any ideas of how to handle this is in the future?

@henry, people don’t get addicted to drugs because they are homeless. It usually happened the other way around

I think we need to set more rehab centers like this one https://addictionresource.com/ to prevent homeless people from getting addicted to drugs or alcohol. It’s especially important now when the number of unemployed and addicted people has rapidly increased.

Any time. And I am hoping your NCOs are as good as ours. A couple tips: the NCO program is super popular and many people email and text them every day, so you may need to be politely persistent in contacting them. You should contact the listed “NCO Supervisor” for your precinct as well as the two NCOs for your sector every time you contact as well.

And it definitely helps if you can attend the Build the Block quarterly meetings when they start up again. It definitely helps them if they know you will support and also for them to have a name with a face.

Try reaching out to your sector’s NCOs. NCOs are NYPD officers who are specially trained and assigned to handle issues like this. They are assigned Small sectors in a precinct that roughly correlate to neighborhood boundaries. They are more proactive than reactive and focus on solutions that don’t necessarily involve punitive measures. Ours are amazing and have helped with many different issues, including some similar to yours. They willl take the time to talk to the guy and try to assist in some way.
