Hoarding Neighbor w Rats and Bugs

I have called NYC social services for something very similar and been so impressed with how much assistance she received! They will come and discuss assistance with the person in question, find out if they have family, have someone come and check up on them, make sure they are getting benefits, etc. They will also clean up the house for her if it is health hazard.

I do not remember what department I received the assistance from but 311 is always good start.

Need some advice. I live next to an elderly person who lives alone in a townhouse. It appears that she does not remove garbage from the house and has been piling/collecting whatever for years. The house is just full of stuff. There are rats in the yard, that scurry into the basement and flies everywhere (inside and out). The neighbors have offered to help but she refuses. I want to do the right thing and make sure she is taken care of and does not lose her home but it is affecting my home (the smell, the flies, the rats). Please help.
