The city definitely needs to have a streamlined process for electrification, but this is ultimately the right thing to do. I would recommend waiting until you replace the main boiler to electrify your whole system (assuming separate water tank heater) and just rip off the band-aid. Until then replace in place with a cheap gas unit.

I suspect we will soon find out that the fascination with electric devices as the green alternative will turn out to be not so green or even an alternative when the frail electrical grid turns into rolling blackouts and, even worse, the gas powered generators that every Tom, Dick and Harry has in the suburbs then kick in regularly.

We have a client who got persuaded to “Decommission” their Gas Boiler when another company installed their Mini Split to get a Rebate. The Rebate will barely even cover half the cost of the Electrical Permit, Plumbing Permit and work to pass inspections now incurred because of taking out the Gas Boiler. If the Gas Lines fail…It won’t even cover a quarter of the cost.

Sadly, NYC bureaucracy makes doing a legal installation prohibitively expensive. Just permitting the job will probably cost more than the water heater itself. If there is any real interest in getting homeowners and small landlords to adopt green technology, NYC will need to vastly simplify the permitting process for installing these units.

Just know that you will need two permits: Plumbing and Electrical. Only a few companies do both under the same roof, so you will need to find two separate companies to work together or one company who works with another company to get both done.
I say that because we have a current client who got a 10K fine because they were mislead on the process involved going from Electric to Gas. They are in a mess unfortunately.

I’m recently finding New Age Engineering (516) 432-3000 to be familiar and helpful with heating plan changes. They could tell you what mechanical filing might be needed with DOB and what installers they have worked with before on the specific type of unit you are considering

I actually have had a couple of service calls on Rheem heat pump water heaters in queens… the installer is a friend of mine. Rheem heat pump water heaters are available through Home Depot. A O Smith also makes them under the Voltex model line, with the best price on ecomfort.com or my go to supplier supplyhouse.com. The advantage to the AO Smith Voltex is that you can duct the air out of the space, allowing for typical nyc confined space conditions. The service calls on the Rheem were due to failed internal sensors, which is apparently a common problem. they are great when they are in heat pump mode, but just a standard electric water heater when they revert to backup mode. Be aware that you will need a 220 v line to provide power to the unit when it reverts to resistance heating mode
