Hallen - Repairing Sidewalk After Gas Line Work

Hi,

Hallen Construction (you may have seen their green trucks) was digging up the sidewalk around two corners on my block in September. I think the work was gas related. Before they left they put blacktop down. The blacktop is unattractive and unsafe. I called Hallen in December and was told they have 90 days from the completion of the project to replace the blacktop with proper sidewalk paving. It hadn’t quite been 90 days so the person I spoke with said they would send someone out to fill in the divots.

Since then, some pavement has been replaced further down the block but on my corners, no action. Yesterday I watched my 90 year old neighbor trip and fall in this exact spot. Fortunately she did not seem hurt. I called Hallen today as it has now been over the 90 day mark. The person I spoke with today asked me for a reference number and told me the work was actually done November 23rd. This timing is absolutely false. I did not receive a reference number in my initial call. I got one this time and was told an inspector would reach out to me within a few da ys.

Does anyone have any advice or experience with this? I just want the sidewalk paved properly and quickly. Do I have any reasonable recourse with the city considering how I’m being jerked around? My neighbors confirmed the timing.

Hallen is outside of our facility doing work. They were extremely polite and the sidewalk was all done within two days of the replacement work.

Funny you should mention. Hallon was on our Bed Stuy block today replacing blacktop with cement after adding valves to gas lines around Thanksgiving.

Call the Public Service Commission to make a complaint. That’s the only way you’ll get them to expedite. When you call, say it was National Grid. They are responsible for their subs.
