Gravel under bluestone sidewalk?

A street sidewalk is different than a backyard patio.

Gravel is used more for drainage, than strength. The sidewalk likely slopes to the curb and into the street. Drainage is not necessary for that application, which is different for a backyard that needs drainage. The clay and dirt under your sidewalk is probably as hard as any gravel or compacted crushed stone could be.

So the contractor replacing my sidewalk bluestone today did not lay any gravel under the sand. He insisted that the substrate is strong and packed and makes a better surface for the new bluestone. Can anyone comment on this? Why gravel under the sand?
