I plan to redo my front garden and wonder if landmarks needs to be involved? Also, can anyone recommend someone who can do stonework and drain – should there be a drain in vestibule under stoop and/or in the front yard?

Yes, a dry well is a good idea under the stoop, as for the front yard, try to pitch all the masonry away from the house and let it drain into a flower bed or onto the sidewalk.
