front garden

we are having a rat problem on our block; i hired exterminators to help; however, i am finding burrows again in the front yard; i need a recommendation for someone to install something in the yard to prevent the rats from burrowing; any recommendations would be appreciated

i’ve seen success where folks replace dirt with river stones. looks nice too! whatever you do, don’t use spray foam. i saw that attempted in my neighborhood and it we completely worthless.
