Flies and maggots!

Could these be termites? They begin as larvae and some have wings when mature. If the presence of these pests are near grade, around the perimiter of the house I would bet you have termites.

Hello our tenant seems to be quite clean and had maggots and flies that seem to ce coming from the floor, wall etc. An exterminator came and we also sealed any cracks. Any thoughts about what to do?!
