Fence Spikes--NYC regulations???

A neighbor has a low retaining wall. He just installed 4 inch spiked finials (rounded tops) at approximate 4-inch intervals. Even with the rounded tops, it seems quite dangerous. What are the NYC regulations regarding points, spikes and finials. The retaining wall is about 18 inches high
