Fence height question

I’m replacing some fencing and I know that 6′ is the maximum fence height but is that measured from the higher or lower ground height if one property is higher up than the other?
My neighbor’s yard is 2 feet lower than mine so if I put up a 6′ fence on my property, it will be like 8′ tall on their side of the fence- is that allowed? Thanks!

The fence height limit is 6′. It’s still going to be a 6′ fence on both sides regardless of the drop on the neighbors yard.
