FDNY - District Office 15 - inspection notice on my door

We have a two family home in Bushwick. Came home to find a rather aggressive note on our door from the FDNY. It’s from the Bureau of Fire Prevention Inspectors of the New York City Fire Department. It states they wan to gain access to the premise to conduct an inspection relative to our Fire Department (this next word was written in by hand) BOILER permit.

Goes on to say, be advised we may be liable to a fine per the Administrative Code for operating without a valid permit. Give a phone number to call and a vague threat of calling within 72 hours.

My question is:
A) is this real or a hoax?
B) showing up unexpected seems strange, is this normal?
C) what are they poking around for?
D) anyone have experience with this?

I would call – and discuss your options with FDNY. Tell them you recently bought the house. Otherwise, they will come every year, and maybe fine you.
