Hi all – wondering if anyone had a sense of how fair an estimate is! The story: I called my electrician (licensed, very pro, who I’ve been super happy with on smaller jobs) to install some safe outdoor lights in the back of our house. While he was here, I also asked him to have a look in our basement, which is a HUGE MESS of exposed wiring – some old, some defunct, all totally disorganized. An inspection before we bought 5 years ago indicated the wiring was safe, though probably would need redoing at some point – and this might be the point! Anyway, electrician gave us an all-in price for outdoor lights/wiring, some replacing of outlets and switches around the house, repairing our lamp out front, and – most importantly – updating the whole basement wiring situation (including installing new fuseboxes, switches, outlets, and overhead lights) – for 10K all in. Does this seem fair? If it’s a bit over, I’ll just go with him – don’t want the hassle of getting other bids – but if it seems crazy high I’ll hold off. I just have no idea!

it is often to really hard to answer cate’s question about the old wiring without touching the wire and when we do that the insulation often crumbles. once that happens the wiring is no good and a heat shrink sleeve has to be put on it.

aside from the crumbling insulation, loose connections are a concern. but how do we know? we have to open things and look.

homeowners can check polarity and missing grounds by buying a simple tester from our favorite big box store.

it is really a question for an electrician to answer questions like this and as a contractor and now as a home inspector, i do touch wiring and really none of us should. when you use an electrician, be sure they are licensed and insured.

yes, we went with these guys – they’re doing a good job, licensed/insured, all done to code. they’re making sure to run all the wiring in a way that will allow us to put up a ceiling, eventually… once we save up enough to do the basement. already looking a lot less like a big plate of spaghetti down there (hilariously, one of the guys – whose English isn’t awesome – kept pointing to the mess of wires and saying “DISCIPLINE!!!”)

in so far as proper grounding. if a house does not have that and has armored cable in the house, it is only a matter of adding a cold water ground to the neutral bar in the main panel or if you have armored cable and the neutral bar is grounded, perhaps you do not have three prong outlets. if you have armored cable that runs back to a junction and back to a box, the armored cable itself is the ground – so long as the box is bonded to the neutral bar and that cold water ground is there (clamped to the water main on the street side of the meter).

when we bought this house, the entire system was grounded by virtue of the armored cable and the bonding at the box and a ground to the water pipe. we were lacking ground because we did not have three prong outlets but as soon as they are swapped in and attached to the box with TWO screws securely tightened, they ground.

homeowners can test for an open ground. i do it by using a multi meter and putting it on the hot wire in a box (or on the small hole in an outlet, but if polarity is reversed, that will not work) . HD makes a tester for this for this that we can simply plug in to a three prong outlet and it will tell us if there is an open ground. i cannot see how armored cable can show an open ground as it runs to the box and most boxes are made grounded to the neutral anyway. BUT an electrician can look at that box and system that may otherwise be wired correctly and see that even thought the armored cable runs back and the box is bonded to the neutral, there is no cold water ground. it is more a visual test.

My point for all of this is if anyone tells you you do not have proper grounding and you have armored cable, be aware they may not be telling you that you ONLY require addition of 1. three prong outlets or 2. a simple grounding wire is required from the neutral to the water pipe. with armored cable, this does not require a redo of the entire electric system in a house.

in addition to going through this with the three prong outlets in my own house we were missing a ground in a building once and yes, the circuit test showed a ground but the neutral was not grounded from the box. the electrician ran a cable for us and charged us like $650; i thought that was high in about 1998.

the tester i mention above that tests for an open ground will also test polarity. i won’t go into why that is important here.

also, what i just said only applies to armored cable. i know the romex we used on LI in the house i grew up in had a third wire, a ground in it. i do not know about some of these older rubber coated wires and if you have that, it may not have a ground. not sure.

I am not an electrician. i do have extensive formal classroom training in electricity.

My house wiring is grounded to the water main, but it was done in 1974. I thought that practice was drowned on now.

Robert, someone on line states that the nec now considers cold water pipes to be of questionable reliability due to the introduction of plastic fittings. What i read said that in addition to the water pipe, they now require a grounding rod as well. Not sure about nyc code. Usually stricter than anything national (we went to the national about 20 years ago and i thought “great” until they began editing it to tighten it up).

The older homes rarely had grounding rods. I have seen them on long island when they redo electric systems. Have not seen in the city but i do not give electric a second look in here as i wont touch it.
