Electrical wires in backyard
We have several wires in our backyard that are connected to a main power line and running very low on the right and left side of our yard (below eye level) and brushing up against our fence and neighbors fence on both sides. I’m pretty sure they are dead wires. When I called Con Edison to see if they would come out to inspect, they said the wires don’t belong to them. I’m pretty sure I’ll get the same answer when I try Optimum, etc. If no one claims ownership, what’s my next option?

Cable will blame the phone company, phone company will blame cable.. until you get the Public Service Commission involved.

they are almost certainly low voltage (phone is 48v DC, cable tv <50v). I wouldn't publicly condone messing with wires that are protected by easement, but some might not have a problem using zip ties connecting to other low voltage cables that are higher up to clean up the "spaghetti".

They are most likely Phone lines & /Or Cable wires. Low voltage if still live.
Con Ed does not run mains in back yards & not above ground.
You can wait for the next time you see one of their workers working on the pols and ask that they clean them up or at least report them back to their head dispatcher etc. Not much will happen.
You can call Time Warner ? Optimum which ever is in you area and request that the lines get cleaned up… nothing much will happen. Call The Phone company da da… nothing much will happen.
Call the Public Utilities Commission; you will get a reference / complaint no. Something might eventually happen…. but might not, or you get a no access notice because no one said when they were coming….. So you can either train your morning glories over them, tie then up out of your your way as much as possible, or I am not telling you to do this but some people just cut them down….. you may well disconnect yourself or your neighbors, but someone will be out pronto to sort them out.
