Driveway share issues with next house

if you are concerned that the conditions for the dogs are inhumane you can call 311 and register an animal cruelty complaint. that certain won’t endear you to the neighbors. not sure about the other issues.

I’m quite depressed with this situation.
I have shared driveway with next door. The next door has dog bleeding business and 5 pit bulls are mostly my garden and driveway where I share with next door. There are poop and pee all over and don’t even clean. Also next door has car parked back of long driveway and he doesn’t even try to remove the car without registration. Please give me advice. I spoke to lawyer and cost $5k. I can’t afford to pay. What is the best way to work for this situation. Next door won’t pick up my phone call and reply door anymore after many complain to him.
