Construction Superintendent DOB Requirement

Hi All. I need some insight and advice please. My wife and I were moments away from pulling our permit this week on a renovation only to find out the DOB now requires a “Construction Superintendent” on site for any townhouse doing any enlargement, underpinning and other work. This rule started last March, but we found out this week. Details here: http://bit.ly/2jx8n5o. Because we are doing an enlargement to the our garden floor they are requiring this. Ostensibly this rule is for the safety of the workers on site. The initial quote we received was $1000 per week for someone to basically come in for an hour and make sure the site is safe. We’re investigating how long they are required to be on the job, but our reno timeline is about 10-12 months so this would absolutely screw us if it’s start to finish. Has anyone else dealt with this issue on a renovation? I’m hoping to find a work around or some way to minimize the need outside of starting from scratch. When I say work around I am open to any quasi-legal maneuvers as well. Thanks in advance! RM
