ConEd commercial account "Customer Charge" $30

I have a 3 family, with a separate ConEd account for lighting the common hallways. Somehow they got wind this “commercial usage” and are charging $30 off the gate, “Customer Charge”. This is before any actual usage, which is minimal – 3 CFL light bulbs. I complained and they said there are laws / regulations which supposedly set limits and the limit is higher for commercial users.
Q: Has anyone seen these regulations? Internet search found me nothing.
Q: How much is your landlord account “Customer Charge”? Any ESCO who may charge less of “fixed cost” even if their “per kwh” price is higher than ConEd?

Just another way for them to make money. The laws & regulations are there on the coned website, in the electric service guide, and they also have a guide with all the service costs and fees. They require this pl&p meter when ever you do any service work. I know of two people that changed their service meter boxes, the electrician didn’t install the extra meter because it was just 2 light bulbs that were public, ConEd won’t pass the inspection now, and the work permit just remains open with this notation.

I live there, my personal “residential” account is $16 “basic charge” before any actual kilo-watt usage. But the “commercial” account for the hallways is $30 “basic charge”. Coned said I must be making money from this property they are allowed by law to charge me more… But I have not seen the law. And curious if other ESCO have lower “basic charge” on “commercial” accounts.

I don’t understand how electricity to a building is like 4 times the cost of electricity to apartments in that same building.
Why are there additional costs and fees to electricity in a wire in the hallway than the wire 5 feet over inside the apartments?
