yes, I do see sellers are getting desperate and lowering their asking prices. It is a good buyers’ market now. The vibe is lots of developers are currently trapped and stopped buying.

You get what you pay for. A plan that is specific to your building with all the bi-laws, house rules, disclosures etc to set the building off right (costs more) or a generic (cheaper) “spout it out plan” that is bound to run into issues.
Consult a few Attorneys that specialize in Co-Op & Condo plans…. from all the questions you are asking here, an ethical one will probably tell you not to do it. ( because you do not know what you are doing and from your comments to some peoples input you do not want to listen & learn). An unethical one will ask you to sign all manner of hold harmless clauses and produce one for you.
It seems to me that with all the questions you are asking you have not done any homework at all on this subject/project/idea of yours. Condo-ing a building is not easy; like anything else in life it takes knowledge & hard work. There are many balls to balance & if you do not know what you are doing your will just create a huge white elephant in the neighborhood and a night mare for you and all your victims. (Contractors, Buyers, Neighbors etc)
With all th e current overbuilding & surplus on the market right now, I do not think this is the time to start a project like this.
