concrete patio in front of buidling- need backfill?

My Park Slope coop need to replace the concrete patio which sits atop the vaulted brick of a one-time coal cellar (common in the area). The contractor says he’ll remove the backfill (sand/gravel) but not replace it. Instead, he wants to pour two layers of concrete? Anyone have any knowledge re why one would need backfill—or whether this will be too much weight?
