Can I start construction on an SRO conversion if I have CONH

Hi,

I am looking into buying a brownstone in brooklyn that has no CO and was previously used as an SRO. Not sure if that means its definitely an SRO, but am trying to find out. The building has been vacant for many years

Separately I am wondering when I would be able to start construction on the building. I am looking to convert it to a 4 family. Would I need to wait what could be a year to get my 4 family CO in order to start the renovation work? Right now the building is a total mess, it looks like at one point there was one kitchen and one bathroom.

If the building has A (non-SRO) and B units (SRO units), I thought you can get permits to work on the A units without needing the CNH. But to touch the Bs, you need the CNH. Everyone always refers back to the NYT article about the Harlem brownstones that were converted from SROs to multi-families and taxes skyrocketed as a result. Not sure anything has changed on that front.

If the building is an SRO. Legal use vacant, it is still an SRO.
Look for another property.
From the questions you are asking & your hope of making it a 4 family. Tells me you are not the one to buy this, unless you want to commit financial suicide!
No you cannot start construction until there is a certificate of non harassment. Then you can file your plans; not a good idea to file as a 4 family; Codes are much higher & your Tax reassessment when finished will gobble up most of your rent roll / expenses.
From purchase through filing , construction, inspections etc etc etc etc. can be 2 years + and that is if you know what you are doing!
Making it a one or two family will save you some of the headache & time.
