Nadg-
This is definitely doable and should not be an issue with LPC assuming it wouldn’t be visible. You should also consider engaging with an engineer as this is often more of an engineering challenge than an architectural one (steel c-channels, steel posts, concrete footings, etc.)
I have worked on a number of rear yard decks in Brooklyn and I am currently working on one in Bed-Stuy now.
Would you consider a design-build firm? They can provide accurate pricing before you submit to LPC/DOB. This also helps to simplify the process for you with only one point of contact.
