Blocked lot line windows - required to seal or brick up?

Despite the insult of losing your window, the apartment owner is responsible for sealing the hole — fire code requires it. Nevertheless, I have seen many sheetrock over the window. Bad idea. In a coop, and perhaps some condos depending on what the declaration says, the walls and Windows are owned by the coop so it must seal the hole, while unitholder has to fix the interior wall. Been there, it is annoying and not inexpensive.

I’m looking at a loft in Tribeca that has lot line windows that were unfortunately blocked by new construction a few years ago. The odd thing is the actual windows in the loft haven’t been bricked over yet. Is that allowed under code? Would the current owner be responsible for doing so before selling?
