blocked branch vent

hi,

i have the telltale smell of sewer gas and gargling drain upon toilet flushing in my powder room that leads me to believe my branch vent has become blocked. only reason i know this to be the case is because its happened once before and was obviously not properly fixed. can anyone recommend an efficient plumber to handle this once and for all? thanks!
