Banned bamboo species in NYC

Anyone familiar with what exactly is deemed invasive and prohibited in New York. The net is full of contradictory information. What most people agree on is that a bamboo species named “golden bamboo” is prohibited to plant and grow in the City. Can you tell from the pictures attached?
I did talk to an experienced arborist, who claimed he’d never heard about such a thing. Golden Bamboo is banned in the whole state. (https://www.dec.ny.gov/docs/lands_forests_pdf/isprohibitedplants2.pdf)
I certainly can’t identify from those photos, but if it isn’t a “clumping” variety of bamboo GET RID OF IT NOW!

I can’t tell much from the photos either, but if it’s small, it could be Japanese stiltgrass. That is also something to try and get rid of. It’s not particularly offensive to have but spreads like wildfire and outcompetes native plants very easily and then the other native things suffer.
