Access to basement from outside (Alt-1 or Alt-2)

I own a single family home in Brooklyn. I want to create steps to the basement from the front of the house. Would I need to file for an Alt-1 or Alt-2 permit?

This can be done as an Alt 2 if there is no change in use to the basement (or cellar). If this is a change in use (for example, from “ordinary use” or “storage” to “residential”, a separate dwelling unit, or part of the dwelling unit above) then that’s an Alt 1.
