2 fam home being used as 1?

A home I am looking at is currently set up as a 1 family home with the 3 bedrooms on the 2nd floor and living/dinning/kitchen on the 1st. On NYC buildings bisweb it says ‘B2-2 FAMILY DWELLING’, and I can not make out what it says on the C of O either. On HPD it says under ‘A units’ = 2. Any ideas here? Check the number of separate utilities. It doesn’t necessarily have to do with what is on record with the DOB but it can be a possible issue down the road if permits are ever needed; couple clients found this out the hard way lately.
