Re-asking a question (but this time with photos)

Could be for a laundry pulley, though I saw a lot of these in use in my block’s backyards back in the 80’s when I lived in the lower slope, and I don’t remember these protursions.  Maybe they were all over and I just forgot.  How old is your building?  Is it possible it was there to hoist other things up from the yard (like the dog in Rear Windows – made me laugh to remember that.)
