Shared responsibility for fire escape between buildings

Your neighbor realizes that you’ll do it even if he doesn’t contribute and he doesn’t need anything from you. All gain, no cost. It’s a jerk move.
Don’t you also need his permission to access his part of the fire escape?

I live in an owner operated coop brownstone and we shared a back balcony/fire escape with the neighboring building. We want to perform maintenance on the fire escapes to ensure that they stay operational and the neighbor building landlord refuses to contribute funds to getting the work done. We absolutely are going to get this taken care of but Im wondering if there is anything we can do to get our neighbor to contribute so we’re not stuck with the whole bill. Any ideas would be so appreciated – thanks!
