Alas, I don’t have answers for you but I have some of the same questions. Neighbor put in plastic on one side, now I’m thinking of doing wood on the other sides. Won’t last as long but it looks better, right? About $3k-4K?

I built a six-foot high cedar fence around the back end of our yard–about 30 total linear feet–for $1600 in materials, with all the wood delivered, and $400 in new tools, including a nail gun and a hammer drill. This includes three planters and two benches that lift up to give storage underneath. I did all the work myself in about 80 hours over the course of three weeks.
Not your exact question. But hopefully you can crunch some numbers to figure out a reasonable cost for your materials and labor.
