Do I need a permit to change an electrical panel?  (circuit breaker box)  It’s federal pacific.

Replacing a main electrical panel is not trivial!   DANGER!  Peligrosa!  Uvaga!   It is possible for a homeowner to do this, but it is a hazard to the individual doing the work, and also to people who will use the house in the future.  First, it requires working with LIVE wires, and probably involves 220 volts.  If it does not involve 220 volts, you will need to contact Con Edison to upgrade your service.  They will not let you do this on your own. Even if you know what you are doing, doing this without a building permit is a poor idea. The City might not catch you right away, but when you sell the property it will show up, and might prevent completing the sale of the property.  If this work is done by someone who is not a licensed electrician, it might invalidate your fire insurance and casualty insurance.   If you do hire an electrician, make sure he files for a building permit, to protect yourself. Do not do this yourself!
