Electric/ Gas Lines in from the street

Looking for some info about the gas and electric lines that come in from the street. I have a cold room under my porch that both electric and gas supply lines go through before they hit the meters in my basement. Of course the previous owners hid these under wood so even my inspector did not see the damaged pipes My electrician says I am responsible from the meter to my property line but my plumber says that National Grid is responsible for everything on the other side of my meter. Is that true? Has anyone had this work done and what did it cost? My electrician can’t say the price until Con Ed appears and I am trying to get a ballpark idea so I can do the rest of my budgeting. I am in a holding pattern with Con Ed who says they will respond to my electrical contractor in 30 days or less for my service upgrade and to check out the damaged pipe. Any thoughts? (Yes, we are repairing the leaking porch!) Thanks.

National Grid recently replaced my gas line (their choice). It was their responsibility all the way to the meter in my cellar. Con Ed replaced my electric supply a couple of years ago. Again, to the meter in my cellar. The water and sewer are your responsibility until it connects to the main in the street.

Gas lines. Building department has jurisdiction on gas line from meter outlet to house. Utility company has jurisdiction up to outlet of gas meter. Gas meter is a property of utility company. Sometimes new gas line will be run to the property line, and after this point in the steel pipe called sleeve, provided by a plumber of record,between property line and inside of foundation wall. Sleeve must be installed deep on the ground, about 2 feet. Sometimes providing sleeve trough foundation wall is all what utility needs. And they bring pipe with valve either outside of the house or inside. How utility determines how they want it to do I don’t really know. Every time is different.
