Convert a terrace to sunroom/solarium

I just read an article about how the building department is really cracking down on the conversion of terrace spaces into sun rooms. The basic issue is the addition of usable square footage to the building. Sun rooms are not temporary structures.

We’re looking at a condo with a terrace which the seller tells us can be legally converted to a sunroom. We definitely want to do this, but have no idea how to proceed. If anyone can give us some pointers about the process – permits, design, costs – we’d be grateful.
